Chief Executive Officer

Gilles Clotteau holds a Master’s degree in Project Management (M.P.M) from the University of Quebec at Montreal (Canada), a Master’s degree (M.Sc.) in Oceanography, University of Quebec at Rimouski (Canada). He has over 20 years of professional experience in more than thirty countries.

Gilles is a “Project Management Professional (PMP)” certified by the Project Management Institute (PMI). His areas of specialization include; results-based and benefits-oriented management, strategic and operational planning, project and program management, public sector reforms, risk management, and results-based monitoring and evaluation. With his oceanography / Marine biology background, Gilles also acts as a blue economy expert, with a special interest in entrepreneurship initiatives.

Chola Chabala has been acting as Permanenet Sceretary of the Ministry of national Development Planning from 2017 to 2021. He was previously the Director for National Planning responsible for coordinating national development planning processes and programme implementation including undertaking national project/programme appraisals. He was also the National Coordinator for the National Designated Authority for the Green Climate Fund (GCF) responsible for supporting and appraising project proposals for consideration by the GCF.

Throughout his carrier within the Government of Zambia,Chola has led the development of a strong Performance culture within the Public sector and initiated the implementation of Results-oriented processes and approaches aiming at achieving national goals and development.

Marie-Chantal holds a Master of Business Administration (M.B.A.) in Project Management from the Université du Québec à Trois-Rivières (UQTR, Canada), as well as a Master’s degree in Mathematics and Applied Computer Science (M.Sc.), also from UQTR. She has over 30 years of professional experience in teaching and project management. A dynamic, structured, and results-oriented professional, Marie-Chantal combines a strong scientific and managerial background with extensive experience in academic, managerial, and technological environments. An expert in IT portfolio architecture, agile team and organizational project management, she also excels in teaching and university-level mentoring. A recognized leader, she optimizes information systems while actively supporting the UQTR community through various engagements.

This profile highlights a versatile professional, combining technical expertise, team leadership, IT project governance, and community involvement both within the academic environment and the broader community.

Souk-Daray Sithimolada is a Canadian citizen of Laotian decent. She is a true Global Citizen, born in France and raised in London, Washington DC and Laos. Souk-Daray, benefited from a first class education and she is fluent in Lao, English, French and Thai. From the start, Souk-Daray learned to interact and respect people from different cultures and with different values, and, to recognize the role that cultural differences play in people’s perceptions and behaviour.

In 2001, she joined an international development consulting firm, with the view of combining her communications skills with international project management experience. During her career, Souk-Daray has worked to initiate projects and development initiatives through her impressive network of government and private sector business contacts in Canada, Laos, Cambodia, Thailand and China. Her international career began as a Financial Coordinator to the Advisory and Logistic Support Centre within the Ministry of Finance of the Government of Lao PDR responsible to execute UNDP/World Bank-financed projects. Since her immigration in Canada in 1984, she has developed her organizational and coaching skills on several key positions with leading international education and consulting firms like Tecsult-Eduplus, IDEA International, CRC Sogema Inc, Knightsbridge or Cira Medical Services. Souk-Daray, is a committed multi-cultural and multi-lingual professional dedicated to meeting clients objectives in all mandates under her responsibility.

Project and Performance Management Specialist

Nadia Croteau holds a Master’s degree in Project Management from the University of Quebec in Rimouski (Canada) and a Bachelor’s degree in Business Administration, International Profile, from the University Laval (Canada). She is a Project Management Professional (PMP) certified by the Project Management Institute (PMI) which demonstrates her expertise and proficiency in project management.Nadia has worked for several development organizations where she acted as Training program coordinator / Trainer (with training centers in Latin America, North America, Western and Eastern Africa) and as International project management specialist.

Ms. Croteau collaborated on numerous projects in Africa (Morocco, Senegal, Kenya, Tanzania, DRC, Tunisia, etc.) and America (Canada, Panama, etc.). She has also worked for the Auditor General of Quebec (Quebec Government) as Performance audit adviser and she is currently working for a shared-services organization providing services to the entire government as Project manager for internal audits. She has extensive experience in public program and project management, strategic planning, public procurement, public finance management, monitoring and evaluation, leadership, change management, capacity development and performance auditing having worked both in public and private institutions.

Jolly Kamwanga holds a Ph.D in Health Economics and Policy from University of London, a Master’s Degree (M.A.) in Demography from the Australian National University, and a B.A. in Economics & Demography Double Major from the University of Zambia. DR. Kamwanga has years of experience and vast knowledge in many countries and his areas of expertise are Monitoring & Evaluation, Capacity building, Research and Economics, Health Systems & population. He has worked with the Government of Zambia and major donor organizations such as UNDP, World Bank, DFID, USAID, UNICEF, DANIDA among others.

Senior expert in ecophysiology and aquaculture

Rejean Tremblay’s research activities are oriented towards aquaculture and ecophysiology, particularly on the early stages of development of marine invertebrates. The mechanisms governing larval settlement and the metamorphosis success of bentho-pelagic larvae are important both in ecology, to understand the recruitment dynamics of benthic communities, and in aquaculture to ensure the supply of juveniles. The production of juveniles for mollusc farms is carried out by capture in the natural environment or by production in hatcheries. Rejean and his team work mainly on the optimization of the mechanisms influencing the transition of pelagic larvae to the benthic phase by coupling the physiological and nutritional state of the larvae, larval behavior, genetic variability, and hydrodynamic factors. These experiments also serve to better understand the physiological and genetic bases of biodiversity and species distribution.

Under a dynamic collaboration, the faculty of Social Sciences and ILP-CoP are developing innovative training initiatives aiming at the development of national capacities and skills in areas such as Public Governance, Program/Project Management or more sector specific competencies. For the Ministry of Finance in DRC, the Faculty and ILP-CoP are currently running, under a partnership agreement, a Masters degree in Management of Public and International Affairs under a mixed approach combining on line and on site activities.

We are a multidisciplinary team working together since 1983. The Institute for Training and Community Assistance for Children and Families is an organization dedicated to assisting families in difficulty. IFACEF can help you see clearly and cope with the most difficult moments. IFACEF also offers a series of postgraduate training programs for various professionals in the humanities who wish to further their training and refine their practice.

As part of our partnership, IFACEF and ILP-CoP have worked on mandates aiming at structuring government structures and strengthening national teams for the implementation of principles and practices related to Positive Parenting.

As part of our partnership, DESNIL and ILP-CoP have collaborated on various capacity-building projects and mandates, particularly in project management, monitoring and evaluation, and risk management. We have also conducted mid-term and end-of-project evaluations.

FOOD TECH & SOLUTIONS SARL is a professional sub-regional company based in Burkina Faso, operating in the agri-food sector.

Food Tech & Solutions provides support in the agri-food entrepreneurship sector. It assists associations, farmers’ groups, and start-ups from the development of a tailor-made business plan to the development of innovative marketing strategy of their products. It can also help them supply food ingredients and specialized equipment for their processing and value-added activities. Food Tech & Solutions also offers support for quality control processes and compliance with health standards.

ILP-CoP is collaborating with Food Tech & Solutions on various entrepreneurship support and capacity development initiatives.
