◢ Zambia – Ministry of Finance and Ministry of National Development Planning
ILP-CoP has engaged in a long term partnership with the National Planning Department in the Ministry of Finance, Zambia. This innovative and challenging endeavour aimed at improving the governance of national investments projects focusing particularly on the design and appraisal phases thus ensuring strong alignment with national and sector strategies. The first component consisted in the development of an innovative and sound national methodology building on cutting edges experiences from around the World. The second component supported the creation of a support unit in charge of assisting sectors to ensure that design and implementation are performed according to the national methodology and assess their contribution to the National Development Plan. A third component concentrated on supporting the development of a National Results-oriented MEL system. This included a National Data Catalogue for all the performance indicators required to monitor the performance of the National Development Plans (5 years plan) and the country progress toward its « Vision 2030 » via National Key Performance Indicators It also included the strengthening of the competence of the M&E team of the MoNDP in order to further reinforce their leadership role in this national endeavor. In a final stage, for a sustainable implementation of the methodology, a training program was in collaboration with a national training institution.
◢ Peru – Centro Internacional de la Papa:
CIP is an international Research for Development organization (member of the United Nations) that seeks to reduce poverty and achieve food security on a sustained basis in developing countries through scientific research and related activities. ILP supported the consolidation of its Project Management Unit. Activities included the review of its positioning and functions within the organization, preparing a PMU manual of processes and tools (covering CIP project life cycle and key knowledge areas) and developing a way forward to increase its strategic role within CIP for increased corporate performance.
◢ Tanzania – Tanzania Revenue Authority:
For this assignment, a team of experts from ILP-CoP supported the Planning & Modernization Program Unit (PMPU) team in the development and implementation of an integrated risk management system for the Tanzania Revenue Authority (TRA). This collaborative support initiative followed the recommendations of a previous workshop that enabled the PMPU team to evaluate the current status of risk management processes and tools within TRA and to design an action plan aiming at the development of TRA’s EWRM system that would be integrated in the current Management system. At first, TRA’s risk management policy was reviewed and amended in order to be more aligned with the organisation’s strategic vision and incorporate its risk profile. An organisational structure and framework were then proposed and adopted. This was followed by the design and fine tuning of procedures and tools adapted to the specificity and constraints linked to TRA’s activities. Workshops and coaching of responsive entities and agents was then organized to enhance the level of commitment to the new approach and ensure an active leadership throughout the implementation phase.
